Hiring of Services for Event Management
The Law and Justice Commission of Pakistan (Law and Justice Commision of Pakistan.) has reserved Funds for the procurement planned for FY 2025-26. The Law and Justice Commission of Pakistan (Law and Justice Commision of Pakistan.) intends to apply part of the proceeds of this Fund to cover eligible payments under the contract for the “Hiring of Services for Event Management”
The Law and Justice Commission of Pakistan (Law and Justice Commision of Pakistan.) invites Bids through EPADS v2.0 from eligible Bidders registered on EPADS v2.0 for provision of Non-Consultancy Services.
Single Stage-One Envelope Procedure of Principal Method of Procurement (i.e. Open Competitive Bidding) will be used by adopting Quality and Cost Based Selection (QCBS)Technique for the subject procurement, in line with the Public Procurement Rules, 2004 and any Regulations, and Instructions issued by the Authority (from time to time).
All Bids must be accompanied by a Bid Security described in Bid Security Section in Bidding Document in the form of Pay Order, Banker's Cheque, Bank Guarantee or Bid Securing Declaration on the prescribed format described.
E-Bidding documents, containing detailed terms & conditions, specifications and requirements etc. are available on e-Pak Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/.
The e-bids, prepared in accordance with the instructions in the e-Bidding documents, must be submitted through EPADS v2.0 on or before Monday, June 1, 2026 10:30 AM. E-bids will be opened on the same day at Monday, June 1, 2026 11:00 AM. Manual submission of Bids shall not be entertained. Those vendors who have not yet registered on the new version of EPADS v2.0, may register themselves on https://vendors.epads.gov.pk/. In terms of Rules 48 of Public Procurement Rules, 2004 Grievance Redressal Committee (GRC) is notified for the subject procurement and notification copy is available on the procuring agency’s website and also available on EPADS v2.0 as well as Authority’s website at (www.ppra.org.pk).

“Impact Evaluation & National SME Policy Development 3.0”
Section 1 – Letter of Invitation
1. The Small & Medium Enterprises Development Authority (SMEDA), in SME Division, invites Request for
Proposals (RFP) from reputable firms, registered with PPRA for e-procurement on EPADS and having
relevant expertise and capacity to conduct Impact Evaluation of National SME Policy 2021, develop National
SME Policy 3.0 and design of a Digital Coordination, M&E Framework.
2. The detailed Scope of Work/ToRs, Eligibility and Evaluation Criteria are provided in the Request for
Proposal (RFP) document.
3. The bidders may seek clarification of any provision given in RFP, by uploading clarification request on
EPADS, 7 days prior to the submission of bids.
4. Interested firms are requested to submit their proposals (Technical & Financial) electronically through
EPADS on the “Single Stage Two Envelope” procedure on or before May 25, 2026 by 2:00 pm. Technical
proposals will be opened through EPADS on the same day at 2:30 pm.
5. Scanned copy of Bid Securing Declaration on non-judicial stamp paper must be submitted along with the
technical proposal on EPADS.
6. The Technical proposals shall be evaluated according to the criteria given in the RFP. Financial proposals of
only technically qualified firms shall be opened and contract will be awarded on a “Quality and Cost Based
Selection (QCBS)” method.
7. A complete set of Request for Proposal (RFP) document can be downloaded from SMEDA Website
(www.smeda.org), PPRA (www.ppra.org.pk), and EPADS (www.eprocure.gov.pk) free of cost.
8. The procuring agency reserves the right to reject all bids, before award of work as per PPRA rules.

Annual Subscription of Internationally Acclaimed Publications
INVITATION OF BIDS THROUGH ELECTRONIC PROCUREMENT & DISPOSAL SYSTEM (EPADS) FOR PROCUREMENT OF ONLINE INTERNATIONAL SUBSCRIPTION SERVICES FOR DIRECTORATE GENERAL OF CUSTOMS VALUATION, KARACHI.
FOR PROCUREMENT OF ONLINE INTERNATIONAL SUBSCRIPTION SERVICES FOR DIRECTORATE GENERAL OF CUSTOMS VALUATION, KARACHI.
1. Introduction:
The Directorate General of Customs Valuation, Karachi intends to procure annual subscriptions for the Financial Year 2026–27 for access to various international online pricing databases and information services. These subscriptions are required to support the determination of customs values under Section 25A of the Customs Act, 1969, by enabling access to reliable, up-to-date international market prices, trade data, and analytical tools. The procurement shall be carried out through Electronic Procurement & Disposal System (EPADS) in accordance with the Public Procurement Regulatory Authority (PPRA) Rules.
2. Scope of Services:
The successful bidder shall provide online International Subscription Services including but not limited to:
• Provision of 24/7 uninterrupted access to subscribed databases
• Daily price updates and market intelligence
• Access to historical data and archives
• Availability of analytical tools, dashboards and reports
• Downloadable / printable reports
• Technical support and troubleshooting services
• Training of officers/officials for effective use of database

4. Eligibility Criteria:
• The bidders must be registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax.
• The bidders must be on Active Taxpayer List (ATL) and their Sales Tax registration must be active.
• The bidders should not be blacklisted by any Government/Semi-Government organization.
• The bidders must have relevant experience in provision of online subscription/database services.
5. Bid Security:
The bidders shall furnish bid security @ 5% of their quoted value in the shape of Pay Order / Demand Draft in favor of the Director, Directorate General of Customs Valuation, Karachiin accordance with Rule 25 of Public Procurement Rules, 2004. Scanned copy shall be uploaded on EPADS and original shall be provided as per instructions.
6. Submission of Bids:
• Bids shall be submitted through EPADS only within stipulated time mentioned on EPADS
• Each bid shall comprise two components:
Technical Proposal
Financial Proposal
• Single Stage Two Envelope Procedure shall be followed.
• Technical proposal shall be opened first, and financial proposal of technically qualified bidders shall be opened on same day.
7. Evaluation Criteria:
Evaluation shall be carried out on the basis of:
• Quality and reliability of data
• Coverage of commodities
• Availability of analytical tools
• Ease of access and usability
• Provision of training and support
• Compliance with technical requirements
• Financial competitiveness.
• Evaluation shall be carried out on the basis of Technically Responsive Lowest Evaluated Bid / Most Advantageous Bid in accordance with Public Procurement Rules.
8. Terms & Conditions:
• All rates must be inclusive of all applicable taxes.
• Prices shall remain fixed for the entire contract period (no escalation allowed).
• Bid validity shall be 90 days from the date of opening.
• The successful bidder shall ensure uninterrupted services for one (01) year.
• Substandard services or failure to perform shall lead to termination of contract and blacklisting.
• The Directorate reserves the right to accept or reject any or all bids or to increase/decrease the scope of services in accordance with Rule 33 of PPRA Rules.
• Electronic bids shall be submitted and processed through EPADS as well as manually .
• The admissible taxes shall be deducted at source as per law.
9. Project Completion:
The successful bidder shall ensure activation of subscription services within one (01) week from the date of issuance of work order.

SERVICES FOR INCINERATION OF INKS
Tender advertisement can be viewed on both the PPRA and PSPC websites (www.ppra.org.pk and www.pspc.gov.pk), whereas the complete tender document containing a detailed description of the assignment and other terms and conditions is available on EPADS at www.eprocure.gov.pk.
Electronic bids prepared in accordance with the instruction provided in tender document must be submitted by using EPADS on or before above-mentioned date & time. Manual bids will not be accepted. The e-bids will be opened on the given date and time by using EPADS.
All bids must be accompanied by a Bid Security must be in the shape of pay order / demand draft (cheque will not be entertained) in favor of "Pakistan Security Printing Corporation (Pvt.) Ltd." or in the form of an unconditional Bank Guarantee enforceable in Pakistan, or insurance guarantee (PACRA Rating “AAA, AA++”). The scanned copy of Bid security is to be submitted through EPADS and Bid security in original is to be dispatched to PSPC and same must reach before bid submission deadline. Non-submission of Bid security before bid submission deadline will lead to rejection of bid then & there.
Bidder(s) must fill all the required fields by providing a signature and stamp on each page. Non-compliance will lead to the rejection of the bid then and there. PSPC reserves the right to reject all bids or proposals at any time prior to the acceptance of a bid / proposal or award of contract.
Bid will be evaluated technically as per our specification / BOQ / requirement and terms & conditions of the tender documents.
Bids will be opened using EPADS in presence of the bidder(s), who desire to attend. Conditional / incomplete bid document will not be considered. Other terms & conditions as per tender document.
