Description
Turnkey establishment and operationalization of the Health Complaint Management System (HCMS) under the Integrated Disease Surveillance and Response System (IDSRS) Project, including establishment of Call Center / Command & Control Center, civil/interior and allied works, ICT and telephony infrastructure, HCMS software/platform, complaint management workflows, dashboards and analytics, system integrations, cybersecurity, testing/UAT, training, commissioning, staffing and Operations & Maintenance (O&M), as detailed in the Bidding Document and Scope of Work. The procurement shall be undertaken through Open Competitive Bidding under the Two-Stage Bidding Procedure. At Stage-I, bidders shall submit Technical Proposals including the proposed technical solution, site-specific designs/layouts, implementation methodology and proposed/unpriced BOQ. Following Stage-I clarification and finalization of the technical requirements and BOQ, qualified bidders shall be invited to submit their Stage-II Technical and Financial Bids against the finalized requirements.

Remarks
The procurement shall be conducted through the Two-Stage Bidding Procedure. Stage-I shall comprise Technical Proposals only, without any financial information. Bidders shall undertake the mandatory site visit and submit their site-specific technical solution, proposed designs/layouts, implementation methodology and proposed/unpriced BOQ as prescribed in the Bidding Document. Following Stage-I clarifications and finalization of the technical requirements and BOQ, qualified bidders shall be invited to submit Stage-II Technical and Financial Bids against the finalized requirements. Bidders are advised to carefully review the complete Bidding Document and all annexures before submission of their bids through EPADS
