The implementation of an Electronics Manufacturing Production Monitoring System in Pakistan's household electronics sector is a continuation of FBR's efforts to strengthen production monitoring, improve tax compliance, enhance production traceability, and reduce revenue leakage across multiple industrial sectors. Prospective vendors with sufficient capability and experience in one or more of the prescribed technologies, including secure product serialization and identification, QR Code/Data Matrix Code and RFID-based product marking, digital stamps, barcode and QR verification systems, computer vision-enabled production detection and counting, video-assisted production verification, centralized monitoring platforms, analytics dashboards, reporting systems, and associated hardware, software, communication infrastructure and support services, exist in the market and have participated in similar production monitoring and traceability procurements. The selected vendor(s) shall deliver a complete turnkey solution capable of enabling real-time production monitoring, product-level auditability, reconciliation of production events with business transactions, and centralized oversight by FBR across designated household electronics manufacturing and assembly facilities. To ensure the effective participation of relevant market players, a two- stage procurement process has been adopted to facilitate market engagement through the issued RFP. National Database and Registration Authority (NADRA), Ministry of Interior & Narcotics Control, Government of Pakistan invites sealed electronic bids from Eligible Bidders registered Income Tax & Sales Tax and who are Active Tax Payers List (ATL) of the FBR for the following with the reference of "P76672" E-Pads v2.0. Lot# Description Qty 1 SD-WAN Enabled NG Firewalls with 5 Years Hardware Warranty, Support and Licensing 06 2 Enterprise Manageable Layer-2 switches with 5 Years Warranty and Support 02 2. Single Stage-Two Envelope method will be adopted and LCBS will be use for evaluation in line with the Public Procurement Rules, 2004 and any Regulations, Regulatory Guides, Procurement Guidelines or Instructions issued by the Authority from time to time. 3. A Pre-bid meeting will be held on 12th August, 2026 at 1400hrs at Procurement Department, HQ NADRA, G-5/2, Islamabad. 4. All Bids must be accompanied by a Bid Security in the form of Bank Draft, Pay Order or Bank Guarantee. Vendor must submit hardcopy of NTN Certificate, Sales Tax Registration proof, Business Registration Proof and undertaking of Non-black listing on company letterhead along with original bid security on or before Thursday, August 20, 2026 11:00 AM at below mentioned address. 5. E-Bidding documents, containing detailed terms & conditions, specifications and requirements etc. are available on e-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/75412 for all the interested bidders registered on EPADS v2.0. Bidders are required to get themselves registered on EPADS v2.0 to participate in Bidding process. 6. The e-bids, prepared in accordance with the instructions in the e-Bidding Documents, must be submitted through EPADS v2.0 on or before Thursday, August 20, 2026 11:00 AM.
