INVITATION FOR PRE-QUALIFICATION PROCUREMENT OF CIVIL WORKS
1. The Quaid-e-Azam University Islamabad. (Ministry of Federal Education and Professional Training) has reserved Funds for the procurement planned for FY 2025-26. The Quaid-e-Azam University Islamabad. (Ministry of Federal Education and Professional Training) intends to apply part of the proceeds of this Fund to cover eligible payments under the contract for the "Establishment of China-Pakistan Joint Research Centre (CPJRC) on Earth Sciences at Quaid-I-Azam University Islamabad".
2. The Quaid-e-Azam University Islamabad. (Ministry of Federal Education and Professional Training) intends to pre-qualify contractors for Invitation to Bid(s), and sign the contract agreement(s) with the selected bidder(s) subsequent to the bidding process.
3. The objective of the intended pre-qualification is the execution of " Establishment of China-Pakistan Joint Research Centre (CPJRC) on Earth Sciences at Quaid-I-Azam University Islamabad" through subsequent signing of contract with successful bidders, and the purpose of this Pre-qualification Notice is to provide the very basic information to enable potential applicants to decide whether or not to respond to this Prequalification Notice.
4. Only the pre-qualified applicants shall be entitled to participate in the procurement proceedings, and it is expected that the Invitation to Bids will be made to the Pre-qualified Applicants in [insert month and year] and Contract Agreement(s) will be signed between the Procuring Agency and the successful bidder(s) in [insert month and year] for the period of [insert year(s) and month(s)].
5. The pre-qualification process is open to all [insert national or international] Applicants subject to fulfilling the eligibility requirements mentioned in the respective Pre-qualification Documents. Interested Applicants may obtain further information from the Quaid-e-Azam University Islamabad. (Ministry of Federal Education and Professional Training) through EPADS v2.0 during e-Pak Acquisition and Disposal System (EPADS) generated document | © 2026 Page 1 of 29 office hours. A complete set of Pre-qualification Documents may be accessed by interested Applicants through EPADS v2.0.
6. The application, prepared in accordance with the instructions in the Prequalification Documents, must be submitted through EPADS v2.0 on or before Thursday, May 21, 2026 02:00 PM. E-bids will be opened using EPADS v2.0 on the same day at Thursday, May 21, 2026 02:30 PM. Manual submission of applications shall not be entertained. Those contractors who have not yet registered on the new version of EPADS v2.0 may register themselves at https://vendors.epads.gov.pk/. 4. General Conditions:
All rates must be inclusive of all applicable taxes.
• Prices shall remain fixed for the entire financial year 2026-27 (no escalation allowed).
• Substandard services or non-performance shall lead to blacklisting.
• The Directorate reserves the right to accept or reject any or all bids or modify the quantity/services as per requirement.
• The bidders must be registered with FBR for Income Tax and Sales Tax and must be on Active Taxpayer List (ATL); otherwise the bid shall not be considered.
• Bid security @ 5% of quoted value shall be provided in the shape of Pay Order / Demand Draft in favour of Director, Directorate General of Customs Valuation, Custom House, Karachi. Scanned copy shall be uploaded on EPADS.
• Electronic bids shall be submitted through EPADS only.
• Each bid shall comprise Technical and Financial proposals.
• Bid validity shall be 90 days from the date of opening.
5. The bid evaluation shall be carried out through EPADS as per schedule notified on the system.
6. The bids prepared in accordance with the instructions provided in the bidding documents must be submitted through EPADS within stipulated time mentioned on EPADS from the date of publication/uploading. Technical proposals shall be opened as per schedule on mentioned on EPADS according to rules and regulations.
7. In case of any technical difficulty in using EPADS, the bidder may contact to PPRA.

COMSATS University Islamabad-Wah Campus, a Public Sector University invites Bids through e-Pak Acquisition & Disposal System (EPADS) https://eprocure.gov.pk on “Single-Stage - Two Envelope” basis from Income Tax & GST registered Firms/Companies who are on the Active Taxpayer List (ATL) for General Sales Tax and Income Tax of FBR for the Supply and installation UTM Machine for Mechanical Department at CUI-Wah Campus .
2. The Bid Security for the Bid is Rs. 25,000 in the form of Call Deposit/Bank Draft (refundable) drawn in favor of “COMSATS University Islamabad, Wah Campus” (FTN: 9010814-5); scanned copy of which is required to be uploaded through EPADS and hard copy must be submitted physically along with hard-copy of sealed bidding document on the closing date of the tender to COMSATS University Islamabad, Wah Campus on the address given below.
3. The complete Tendering process shall be carried out through EPADS.
4. Interested bidders are requested to register themselves on the EPADS https://eprocure.gov.pk/#/supplier/registration and submit their tender documents.
5. For registration and guidance/training on EPADS, you may contact EPADS UAN: 051 -111-137-237.
6. Closing date of submission is May 13 2026, by 11:00 hours. The bids shall be opened half hour after the closing time in the presence of the bidders who wish to be present, in Purchase office Admin Block, COMSATS University Islamabad, Wah Campus.
7. As per PPRA Rule 33, CUI may reject all bids or proposals at any time prior to the acceptance of a bid or proposal.

This advertisement and Bidding documents are also available on PPRA website and EPADS at www.ppra.org.pk and https://eprocure.gov.pk 4. Details terms and conditions, specifications of items, evaluation criteria are mentioned in bidding documents. Bids must include the following documents in addition to any other information that the bidder may find necessary.
a. Bidding documents received after submission (through EPADS) of due date/time mentioned above will
not be entertained.
b. Quoted price shall be inclusive of all taxes.
c. Bids must be accompanied by bid security amounting to Rs. 150,000/- in shape of Call Deposit (CDR) or
Bank Guarantee. The hard copy of the bid security (in original) must be submitted at Admin Section,
Regional Head Office NADRA, Zarghoon Road Quetta on or before 5th May, 2026 at 11:00 am otherwise
electronic bid will not be accepted.
d. NADRA reserves the rights to reject all bids/proposals under PPRA Rules 33 and can cancel the bidding
process before acceptance of bid proposal.
e. This advertisement and bidding documents are also available on PPRA website at www.ppra.org.pk.
Note: Procuring agency will not be responsible for any technical issue occurred at EPADS related to the
bidder’s module. Bidder will be sole responsible for timely submission
