PAKISTAN STEEL (Marketing Department) TERMS & CONDITIONS TENDER YARD NO. 52, BOULDER SLAG AND COKE (0-25 MM, 0-80 MM & 25-80 MM) I. Yard no. 52 (Converter Slag with some Metal Inclusions) will be sold on “As is where basis is. II. Bouler Slag will be sold on “As is where is basis and Per Ton basis. III. Coke (0-25 mm, 0-80 mm & 25-80 mm) will be sold on “As is where is basis and Per Ton basis”. 1) The bidder(s) having STRN & NTN will be eligible to participate in tender (Both certificates are mandatory to upload on EPADS website). 2) The PMT Rate and total amount without tax should be properly filled in the fields of EPADS / PPRA. Against each in figures & words. 3) The interested parties must inspect physically material in four working days (Monday to Thursday) between 9:00 am to 03:00 pm. The parties may contact officials of Marketing Department, Bin Qasim Karachi, on Cell No. 0331-2856924, 0333-2745259. 4) The bid should be submitted on E-pads on before 20.11.2026 at 10:00 AM which will be opened at 10:30 AM by the tender opening committee on same day. 5) Each tender should be accompanied by a Bank draft/ Pay order equivalent to 2% of amount in favour of Pakistan Steel Mills NTN# 0711555-5 as Earnest Money of offer/bid price (the earnest money pay order of offer / bid price is mandatory to upload on EPAD website). The 2% earnest money pay order of bid/ offer price in original should be submitted at Marketing Department Pakistan Steel, Bin Qasim, Karachi before tender opening, and the Bid offer received without earnest money or with insufficient earnest money is liable to be rejected. 6) Govt. Taxes in force shall be paid separately 10% income tax, 0.5% Advance Income Tax & 18% GST apart of bid offer price. The successful bidder will deposit full amount in one go plus taxes within 10 working days after issuance of letter of acceptance. Time period for Lifting of material is given below. The aforesaid amount of taxes / duties shall be paid in full in advance. In case of short payment of bid amount or respective taxes/duties, the same will be considered a breach of obligation on the part of the bidder authorizing PAKISTAN STEEL to take legal action including withholding of the execution of agreement. 8) The said security deposit shall be non-adjustable and will be returned on the satisfactory execution of contract and a certificate to this effect shall have to be secured from Pakistan Steel Products Stores (PSPS). The earnest money would be refunded to the unsuccessful bidder(s) within 15 (fifteen) working days after decision/ finalization of the tender by the Competent Authority. In case of successful bidder, the earnest money will be converted/ treated as security deposit. 9) The successful bidders shall sign PAKISTAN STEEL Standard Contract within 10 days from the date of issuance of the letter of award from PAKISTAN STEEL. After making full payment, the successful bidders shall be allowed to lift and take away the material from the designated location in accordance with the Standard Contract within a stipulated time period as mentioned in above table from the date of signing of the contract. Moreover, the extension in lifting period may be allowed only for 10 days in cases, where some genuine reasons / force majeure conditions arises only with floor charges at the rate of 0.05% of the total contractual amount per day on the remaining / balance Tender quantity. If the material in not lifted within the extended period of 10 days , the extension charges will be doubled for the next extension period. 10) Lifting & loading including transportation arrangements will be made by the bidder(s) on its/their own account. The successful bidder will lift material only from the allocated yard / Pit area. Only labors as permitted by Pakistan Steel shall be allowed access with in permitted timing (except Chokidar only for Yard no. 52) for looking after yard if required. Segregation of material before lifting is allowed. Segregation machinery may be installed with express permission of PSPS & Security department within the allowed lifting time period. The machinery i.e Bucket Loader, Excavator & Dumper, required for lifting/shifting of the material will be allowed on daily basis as per official timings and all movable machinery must be parked outside the yard near gate no. 9 after official working hours (specially for yard no. 52) after proper security clearance. No material will be allowed to transfer after official time. Security Department will monitor all concerned activities. Customer should lift entire material of tendered quantity within the stipulated time. 11) Any violation against permitted yard/location during the processing / lifting reported by PSPS / Security Department / IMD or SMD/COBP shall be reckoned as breach of the contract. Upon such act, PSM will cancel the contract and both the amount deposited against Delivery Order and security deposit shall be forfeited. 12) For Boulder Slag: The vehicle carrying the material shall report to the weighbridge located near Gate No. 09 for both the first (empty vehicle) and second (loaded vehicle) weighments. The material is being offered on an "As Is Where Is" and "Per Ton Basis". Therefore, the bidder shall be responsible for making all necessary arrangements for loading and transportation of the material accordingly. 13) The Coke shall be lifted from the COBP Stock Yard located inside the PSM plant premises, in accordance with the above-mentioned terms and conditions, as the material is also being offered on an "As Is Where Is" and "Per Ton Basis". The bidder -03- shall be responsible for making all necessary arrangements for lifting, loading and transportation of the material. 14) Tender notice and bid evaluation report will be available on PSM website as well as on PPRA/EPADS. 15) Pakistan Steel reserves the right to accept or reject any or all the bids without assigning any reason thereof.
