INVITAITON FOR BIDS Tender for Digital Transformation and Integrated Enterprise Resource Planning (ERP) System in Pakistan Civil Aviation Authority (PCAA) EPADS 2.0 PROCUREMENT REFERENCE NO: P177348 The Pakistan Civil Aviation (PCAA) invites electronic Bids from eligible Bidders for Procurement of Non-Consultancy Services “Digital Transformation and Integrated Enterprise Resource Planning (ERP) System in Pakistan Civil Aviation Authority” described in the Bidding Documents on EPADS v2.0. Single Stage-Two Envelope procedure will be used by adopting Quality and Cost Based Selection (QCBS) Techniq`ue for the subject procurement, in line with the Public Procurement Rules, 2026 and any Regulations, and Instructions issued by the Authority (from time to time). All Bids must be accompanied by a Bid Security amounting to PKR 1,400,000/- (Pak Rupees One Million and Four Hundred Only) in the form of Pay Order, in the favor of Pakistan Civil Aviation Authority and is to be submitted physically on or before the bid submission deadline at the address below along with the original TECHNICAL bid. FINANCIAL bid SHALL NOT be submitted as hard copy and shall only be uploaded to EPADS v2.0. E-Bidding documents, containing detailed terms & conditions, specifications and requirements etc. are available on e-Pak Acquisition and Disposal System (EPADS) at https://vendors.epads.gov.pk/. The e-bids, prepared in accordance with the instructions in the e-Bidding documents, must be submitted through EPADS v2.0 on or before 16th November, 2026 by 11:00 AM. Proposals will be opened on the same day at 11:30 AM. Manual submission of bids shall not be entertained. A Pre-Bid meeting will be held in the Main Conference Room, PCAA HQ, Karachi on 09th November, 2026 at 3:00 PM. Pakistan Civil Aviation Authority reserves the right to accept / reject any or all bids in accordance with PPRA Rules.
