Description
1. ISGS invites proposals through the e-Pak Acquisition and Disposal System (e-PADS v 2.0) from eligible bidders registered on e-PADS v 2.0 for provision of consultancy services “Independent Technical Consultant for Monitoring of Refinery Upgrade Projects”. 2. Single Stage-Two Envelope Procedure of Principal Method of Procurement (i.e. Open Competitive Bidding) will be used by adopting Quality and Cost Based Selection (QCBS) Technique for the subject procurement in line with the Public Procurement Rules, 2026 (PPR), regulations and instructions issued by the Public Procurement Regulatory Authority from time to time. 3. All proposals must be accompanied by a Bid Security on the prescribed format described. 4. E-Bidding documents containing terms & conditions, specifications/requirements are available at e-PADS at https://epads.gov.pk/opportunities/federal/procurements/139221. 5. Proposals, prepared in accordance with the instructions in the e-Bidding documents, must be submitted through e-PADS v2.0 on or before Thursday, December 10, 2026, 03:00 PM. Proposals will be opened on the same day on Thursday, December 10, 2026 at 03:30 PM. Manual submission of proposals will not be entertained. Those consultants/Firm who have not yet registered on the new version of e-PADS v2.0, may register themselves on https://vendors.epads.gov.pk/. In terms of Rule 65 of PPR, 2026 Grievance Redressal Committee is notified for the subject procurement and available on the ISGS, PPRA websites and on e-PADS v2.0.
