E-Tender Notice for Provision and Integration of a Pre-Funded Digital Wallet with Pakistan Single Window’s Unified Payment System RFP No. PSW/PROC/26-27/DM-673 (P169965) Pakistan Single Window (PSW), the notified operating entity for the PSW system under provisions of the PSW Act, 2021 and a company incorporated under section 42 of Companies Act 2017 invites e-bids through PPRA’s EPADS 2.0 portal from experienced vendors for Provision and Integration of a Pre-Funded Digital Wallet with Pakistan Single Window’s Unified Payment System . The bidders should be registered suppliers on the e-Pak Acquisition & Disposal System 2.0 (EPADS 2.0) in order to participate in subject tender. Interested bidders can register themselves electronically on EPADS through https://vendors.epads.gov.pk/register. A tutorial to explain EPADS 2.0 registration process is available at https://www.youtube.com/watch?v=MNW6T38v7tc. 2.The Bidding documents, containing detailed terms and conditions, method of procurement, procedure for submission of bids, bid security, bid validity, opening of bids, evaluation criteria, clarification / rejection of bids, performance guarantee etc. can be accessed through EPADS 2.0 https://epads.gov.pk/opportunities/federal/procurements/169965 or downloaded from PSW website (https://www.psw.gov.pk/documents/tenders). 3. An online pre-bid meeting is scheduled for 5th November 2026 at 1130 hrs. Further details are given in the tender documents. Interested bidders may attend the pre-bid meeting at their own cost. The tendering process shall be as per Two Stage-Two Envelope procedure of Pakistan’s Public Procurement Rules (PPR) 2026. Prospective bidders may request clarification on any aspect of the bidding documents by 8th November 2026. Bids, prepared in accordance with the instructions provided in the bidding documents, must be submitted electronically through EPADS 2.0 on or before 16th November, 2026 at 1200 Hrs. Technical bids will be opened on the same day at 1230 Hrs. In case the day of bid submission and opening falls on a public holiday, next working day shall be considered as the deadline for the same.
