PROVISION OF MEDICINES TO EMPLOYEES OF FEDERAL GOVERNMENT EMPLOYEES HOUSING AUTHORITY AND THEIR DEPENDENTS, ISLAMABAD.

INVITATION FOR PROPOSALS Federal Government Employees Housing Authority (FGEHA), working under administrative control of Ministry of Housing & Works, requires the services of a registered Pharmacy to be placed on its panel for providing the prescribed medicines to FGEHA employees and their dependents in Islamabad A. PROVISION OF MEDICINES TO EMPLOYEES OF FEDERAL GOVERNMENT EMPLOYEES HOUSING AUTHORITY AND THEIR DEPENDENTS, ISLAMABAD. Bid Security: Bid Security (Rs. 50,000) in the form of CDR/Pay Order/Bank Draft in favor of FGEHA. 1. The procurement shall be conducted under the Single Stage–Two Envelope (SSTE) Procedure pursuant to Rule 27 (b) of the Public Procurement Rules, 2026. Bidders will be “Post qualified” on the basis of information provided in Technical proposals. 2. The Technical and Financial Proposals shall be submitted electronically through e-Pak Acquisition & Disposal System (EPADS) Version 1.0, accessible at https://eprocure.gov.pk, in accordance with the respective Tender documents (which can be downloaded from the said website), within 15 days after publication of the advertisement in the daily newspaper(s). A scanned copy of the prescribed Bid Security shall be uploaded with the Technical Proposal. 3. All prospective bidders are required to register/sign up as Suppliers on EPADS Version 1.0 (old version) at https://eprocure.gov.pk before submission of their bids. Bidders already registered on EPADS Version 1.0 may use their existing credentials. 4. In case of any issue relating to registration, login or electronic submission through EPADS Version 1.0, bidders may contact the EPADS Project Office, PPRA, Office No. 201(B), 2nd Floor, Evacuee Trust Complex, Agha Khan Road, F-5/1, Islamabad; UAN: 051-111-137-237; Email: epadshelp@ppra.org.pk. 5. In addition to electronic submission through EPADS 1.0, the original Bid Security and the hard-copy documents specifically required under the respective Tender documents shall be submitted to the under signed before opening of Technical proposal. The hard copies shall be retained for record and verification, whereas evaluation shall be conducted on the basis of the bids submitted through EPADS 1.0. 6. The electronic Technical Proposals shall be opened through EPADS v1.0 at 12:30 PM. 7. A bid shall be treated as non-responsive if the scanned copy of the prescribed Bid Security is not uploaded with the Technical Proposal or the physical original Bid Security is not received to FGEHA before the opening of the Technical proposal. 8. Proposals received after prescribed time and date shall be rejected. Partial, incomplete and conditional bids shall not be considered. 9. The maximum discount offered shall be exclusive of taxes payable by the bidder. All applicable taxes, duties and statutory charges shall be borne by the bidder. FGEHA reserves the right to reject all bids in accordance with Rule 45 of the Public Procurement Rules, 2026, at any time prior to acceptance. 10. FGEHA shall not entertain any claim whatsoever for costs Incurred by the bidders for preparation and submission of bids.
