NOTICE INVITING E-AUCTION / DISPOSAL OF COLLECTION RIGHTS OF CATTLE MANDI, CANTONMENT BOARD BAHAWALPUR FOR A PERIOD OF THREE (03) YEARS

Cantonment Board Bahawalpur (CBB) invites electronic bids through the E-Pak Acquisition & Disposal System (EPADS) Version 2.0 for the auction/disposal of collection rights of Cattle Mandi, Cantonment Board Bahawalpur, for a period of Three (03) Years, under the applicable provisions of law, including SRO No. 527(I)/85 dated 14-05-1985, PPRA Rules, 2004 and other applicable Government/ML&C rules, regulations and instructions. Interested bidders/contractors/firms shall submit their bids electronically through EPADS only. Detailed bidding documents, reserve prices, bid security requirements, auction schedule, eligibility criteria, and complete terms & conditions are available on the EPADS and PPRA websites. Only those bidders who are registered with the Federal Board of Revenue (FBR), appearing on the Active Taxpayer List (ATL), and registered on EPADS Version 2.0 shall be eligible to participate in the e-auction process. S.# Particular Details 1. Contract Collection Rights of Cattle Mandi, Cantonment Board Bahawalpur 2. Contract Period Three (03) Years w.e.f (26-10-2026 to 25-10-2029) 3. Reserve Price Rs. 350,000,000/- (Rupees Three Hundred Fifty Million only / Rs. 350 (M) 4. Bid Security / Earnest Money 4.3 % of Reserve Price = Rs. 15,050,000/- (Rupees Fifteen Million Fifty Thousand only / Rs. 15.050 (M) TERMS & CONDITIONS 1. All interested bidders must be registered with EPADS Version 2.0 before participation in the auction. Registration can be completed at: https://vendors.epads.gov.pk/register 2. Bids shall be submitted electronically through EPADS only. Manual, physical, or hardcopy bids shall not be accepted. 3. The e-auction shall remain open till Monday, 26th Oct 2026 at 2:00 PM and the bids shall be opened/evaluated online on the same day at 3:30 PM. 4. After expiry of the closing time, EPADS v2.0 shall automatically announce the highest bidder. The bid shall be considered by the Board and Competent Authority for approval or otherwise as per PPRA Rules. 5. Each bidder shall submit a Bid Security amounting to Rs. 15.050 (M) in the form of Pay Order / Bank Draft / Call Deposit Receipt (CDR) in favor of Cantonment Executive Officer Bahawalpur Cantt Board till Friday dated 23.10.2026 before closing of office hours in the office of Cantt Board Bahawalpur. Cash payments shall not be accepted. 6. The auction shall be conducted for a period of three (03) year w.e.f 26.10.2026 to 25.10.2029 with 10 % annual compound increase after expiry of first year and second year. 7. The 1st and the 2nd successful bidders shall deposit 1/6th % (one-sixth) of the annual auction amount immediately after close of the bid on same day. In case of failure, the bid shall be rejected and the bid security shall be forfeited in favor of CBB. 8. The security deposit shall be returned after successful completion of the contract and shall not be adjusted against monthly installments. 9. The bid security of the second highest bidder shall be returned after approval of the bid by the competent authority and completion of financial conditions as prescribed in this notice. 10. After approval of the bid, the successful bidder shall execute a contract agreement within (07 days) with Cantonment Board Bahawalpur at his own cost and expense failing which the contractor will be held responsible if the draft contract provided to the contractor. 11. The contractor shall deposit the prescribed monthly instalment of the contract amount on or before the 05th day of each month, or by such date as may be specified in the agreement/notice issued by Cantonment Board Bahawalpur. 12. In case of failure to deposit a monthly instalment within the prescribed time, Cantonment Board Bahawalpur may issue notices to the contractor at intervals of three (03) days in accordance with the approved procedure after which the security amount will be forfeited and the contract will be terminated. 13. The contractor shall be entitled to charge 04 % sale commission on the sale value on every sold animal. Excess charge will be liable for termination of contract. 14. The Cattle Mandi shall ordinarily operate on the approved days, i.e Tuesday and Wednesday of every week. 15. The contractor shall, at his own cost, make adequate arrangements for water, electricity, lighting, sanitation, cleanliness and other operational requirements of the Cattle Mandi, subject to directions of Cantonment Board Bahawalpur. 16. No claim for compensation or damages shall be entertained from the successful bidder under any circumstances. 17. In case of overcharging from the public, the contractor shall be liable to penalty/fine, and in case of repeated violations, the contract may be cancelled and the security deposit forfeited. 18. Bid securities of unsuccessful bidders shall be returned without interest after completion of the auction process in accordance with PPRA Rules. 19. All applicable taxes, duties, levies, stamp duties, and Government charges including Income Tax shall be deducted/recovered as per prevailing Government rules and regulations. 20. Any bidder found involved in fraudulent practices, submission of fake documents, collusion, or violation of PPRA Rules shall be liable for blacklisting/debarment under applicable laws and PPRA regulations. 21. In accordance with Rule 48 of PPRA Rules, 2004, a Grievance Redressal Committee (GRC) has been constituted. The notification is available on the procuring agency’s website and EPADS portal. 22.
