INVITAITON FOR BIDS / REQUEST FOR PROPOSAL REF. NO. HQPCAA/ADMIN/2026/021 RFP FOR ENGAGEMENT OF SENIOR ADVISOR ON IMPROVEMENT OF AIR TRANSPORT OPERATIONS PCAA invites technical and financial proposals from suitably qualified senior aviation professionals / for engagement as Senior Advisor on Improvement of Air Transport Operations. The Advisor will coordinate and facilitate improvement in the effective handling of air transport operations in Pakistan. The Advisor shall review the existing regulatory and procedural arrangements governing air transport operations and recommend measures for process improvement & institutional strengthening for promoting & controlling Air Transport Operations for an initial period of two (02) years (extendable for another term of two years) subject to mutual agreement/consent of both parties and satisfactory performance. Title of Work Last date & time for submission of bids Date & Time for Opening of Technical Bids RFP for Engagement of Senior Advisor on Improvement of Air Transport Operations On or before 22th October, 2026 till 11:00 am 22th October, 2026 till 11:30 am Key responsibilities will be following: • Advise on Air Transport and Economics • Submit regular report on performance of Pakistani as well as International Stakeholders • Submit regular report on Passenger and Cargo growth in Pakistan • Submit regular report on development of overall Air Transport sector • Any other task related to the Air Transport assigned by PCAA/MoD RFP Notice along with RFP Document containing complete Scope of Work / ToRs with terms and conditions etc. are available for the registered bidders on E-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/. This IFB / RFP Advertisement has also been uploaded on PPRA website www.ppra.org.pk and PCAA website www.pcaa.gov.pk. The Bids along with Fixed Bid Security amounting to PKR 750,000/- (Rupees Seven Hundred Fifty Thousand Only) in shape of a Pay Order / Bank Guarantee (Scanned copy) in favor of Pakistan Civil Aviation Authority, along with required documents must be submitted by using EPADS electronically through PPRA EPADS Portal. Original Bid Security must be submitted (hard format in a sealed envelope) on or before the submission date and time at the address given below or else bid will be canceled. All Bids will be opened through EPADS in the presence of PCAA Procurement Committee and representatives of the bidders who may wish to attend. Pakistan Civil Aviation Authority reserves the right to accept / reject any or all bids in accordance with PPRA Rules.
