NADRA HQ RFB 11 8 /202 6 INVITATION OF BID Appointment of External Auditors for Financial Year (FYs) 2026 27 and 2027 28 GOVERNMENT OF PAKISTAN MINISTRY OF INTERIOR & NARCOTICS CONTROL NADRA HEADQUARTERS ISLAMABAD 1. National Database & Registration Authority (NADRA) is an autonomous organization established under the NADRA Ordinance 2000. NADRA is an Authority attached with Ministry of Interior. As per section 27(2) of the NADRA Ordinance 2000,” the Authority shall cause to be carried out audit of its accounts by one or more auditors who are Chartered Accountants within the meaning of Chartered Accountants Ordinance, 1961”, having valid registration from Income Tax & Sales Tax and who are on the Active Tax payers List (ALT) of the FBR. In this regard, consent to act as statutory auditors for the Financial Year (FY) 2026-27 and 2027-28 along with audit fee (on Lump Sum basis inclusive of out of pocket expenses and all applicable taxes) is requested to be submitted with the reference of “P138111” e.PADS v2.0. 2. Single Stage Two Envelop method adopted and QCBS will be for evaluation, in line with the Public Procurement Rules, 2004 and any Regulations, Regulatory Guides, Procurement Guidelines or Instructions issued by the Authority from time to time. 3. E-bidding documents, containing detailed terms & conditions, specifications and requirements etc. are available on e-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/opportunities/federal/procurements/138111 for all the interested bidders registered on EPADS v2.0. Bidders are required to get themselves registered on EPADS v2.0 to participated in Bidding process. 4. Mandatory Criteria: Chartered Accountant firm shall be in the category “A” as per the list maintained by the State bank of Pakistan. 5. Job Completion time: Audit is required to be completed with 60 working days from the date of issuance of PO. 6. The electronic bids must be submitted by using EPADS on or before 19th October, 2026 at 11:00am. Manual bids will not be accepted. Electronic bids will be open on the same day i.e. 19th October, 2026 at 11:30am. The hard copy of the Bid Security (in Original) must be submitted on or before 19th October, 2026 at 11:00 am, otherwise electronic bid will not be accepted. 7. NADRA reserves the right to reject all the bids as per Rule 33 of PPRA 2004. Note: Procuring Agency will not be responsible for any technical issue occurred at EPADs related to the bidder’s module.
