Description
TECHNICAL SPECIFICATIONS Name of Work: Cleaning, Desilting, De-sludging and Removal of Waste from Underground Septic Tanks. Total Reported Capacity/Volume: 166,504 Cubic Feet (CFT), subject to verification of tank-wise measurements by the Procuring Agency. The contractor shall provide all required manpower, machinery, equipment, suction pumps, de-sludging equipment, transportation, safety arrangements and other necessary resources for complete cleaning of underground septic tanks at the locations specified by the Procuring Agency. A. Scope of Work 1. The contractor shall carry out cleaning, de-sludging and removal of accumulated sludge, sewage, silt, solid waste and other deposits from the designated underground septic tanks. 2. The work shall include pumping out liquid sewage, removal of accumulated sludge and solid deposits, and cleaning of accessible internal surfaces to the satisfaction of the Engineer/Authorized Representative. 3. The contractor shall provide suitable vacuum suction tankers, sludge pumps, hoses, tools and equipment of adequate capacity for the proper execution of the work. 4. All collected sewage, sludge and waste shall be transported to an authorized sewage treatment plant, disposal facility or other location approved by the competent authority. 5. The contractor shall ensure that no sewage, sludge or waste is discharged into open drains, streets, public areas, watercourses or any unauthorized location. 6. The contractor shall clean the working area and remove all debris, waste and residual material generated during the execution of the work. B. Machinery and Equipment The contractor shall arrange, at its own cost, the following equipment as required for the site conditions: - Vacuum suction tanker(s) of adequate capacity. - Suitable sludge/sewage pumps and suction hoses. - Water jetting or pressure washing equipment, where required. - Gas detection equipment for oxygen deficiency, hydrogen sulphide, methane and other hazardous gases. - Tripod, full-body safety harness, lifeline, ventilation blower and other confined-space safety equipment wherever required. - Appropriate PPE, including gloves, protective clothing, safety footwear, eye protection and respiratory protection suitable for the identified hazards. All equipment shall be maintained in safe working condition throughout the contract period. C. Safety and Environmental Requirements 1. No person shall enter an underground septic tank or confined space without prior authorization, risk assessment, atmospheric testing, adequate ventilation and an approved confined-space entry procedure. 2. The contractor shall provide trained personnel, a designated safety supervisor and a standby attendant/rescue arrangement wherever confined-space entry is required. 3. The contractor shall ensure that all personnel follow applicable occupational health, safety and environmental requirements. 4. Any accidental spillage, leakage or damage caused during execution shall be immediately contained and rectified by the contractor at its own cost. 5. The contractor shall be responsible for the safety of its employees, equipment and operations during the execution of the work. D. Completion and Inspection 1. Each designated tank shall be cleaned and de-sludged to the extent specified by the Procuring Agency and made free from accumulated removable sludge, sewage and solid waste. 2. The work shall be inspected by the authorized representative of the Procuring Agency before acceptance. 3. The contractor shall rectify any incomplete or unsatisfactory work, at its own cost, before issuance of the completion certificate. 4. The contractor shall submit a completion report indicating the tanks cleaned, quantities removed, disposal location and date of completion. E. Contractor's Responsibility The contractor shall be responsible for providing all labour, machinery, fuel, transportation, loading, unloading, disposal charges, safety equipment and other incidental expenses necessary for satisfactory completion of the work, unless specifically provided otherwise in the bidding documents. No additional payment shall be admissible for incidental activities already included in the agreed scope of work.
