Description
Hiring of a qualified Service Provider/JV/Consortium for the turnkey design, development, establishment, integration, deployment, commissioning, operation, maintenance and transfer of a Digital Telemedicine Ecosystem (Pilot Phase) under IDSRS, NIH. The scope includes a production-grade telemedicine platform with mobile/web applications, EMR and e-Prescription; teleconsultation services through PM&DC-registered medical practitioners; 24/7 call-centre operations; thirty (30) telemedicine kiosks; field-based telemedicine health workforce; pharmacy and medicine supply network; warehousing, cold-chain and last-mile delivery; rapid point-of-care diagnostics; ICT infrastructure, hosting, cybersecurity and disaster recovery; National Telemedicine Data Hub; IDSRS Telemedicine Command Centre; public awareness; and integration with IDSRS disease surveillance and other notified health information systems. The pilot shall cover Islamabad Capital Territory and Karachi under a CAPEX + OPEX model. The Contract shall remain in force until completion of 3,600,000 consultations or 30 June 2028, whichever occurs earlier, in accordance with the Bidding Documents.
Note
Open Competitive Bidding through Two-Stage Bidding Procedure under Rule 36(c) of the Public Procurement Rules, 2004. Stage-I shall comprise Technical Proposals only. Financial Proposals shall be invited at Stage-II from technically qualified bidders in accordance with the Bidding Documents.

This procurement shall be conducted through Open Competitive Bidding under the Two-Stage Bidding Procedure in accordance with Rule 36(c) of the Public Procurement Rules, 2004. The Standard Bidding Document for Procurement of Non-Consulting Services available on EPADS shall be read together with all Additional Bidding Documents, Scope of Work, Technical Specifications, BOQ, SLA/KPIs, prescribed Forms and other procurement-specific documents uploaded on EPADS, which shall collectively constitute the Bidding Documents. Bidders shall carefully examine and comply with all requirements of the Bidding Documents.
