INVITAITON FOR BIDS / TENDER NOTICE REF. NO. HQPCAA/ADMIN/2026/013 TENDER FOR CONSTRUCTION OF NEW BUILDING FOR PEL EXAMINATION CENTER, KARACHI Pakistan Civil Aviation Authority (PCAA) invites bids from well reputed, PEC and Tax registered companies/firms for Construction of New Building for PEL Examination Center, Karachi: Title of Work Last date & time for submission of bids Date & Time for Opening of Technical Bids Tender for Construction of New Building for PEL Examination Center, Karachi On or before 15th June, 2026 till 11:00 am 15th June, 2026 till 11:30 am Bidders applying must have a valid registration with the Pakistan Engineering Council (PEC) in Constructor’s Category C-4 or above (Provide copy of valid PEC registration). The Bidder must also be registered by the Pakistan Engineering Council within the Discipline / specialization Codes CE-10, CE-11, EE-02, EE-03, EE-04, EE-07, EE-11 Tender Notice along with Tender Document (Single Stage – two envelope procedure) containing complete Scope of Work / ToRs with terms and conditions etc. are available for the registered bidders on E-Pak Acquisition and Disposal System (EPADS) https://epads.gov.pk/. This IFB / Tender Advertisement has also been uploaded on PPRA website www.ppra.org.pk and PCAA website www.pcaa.gov.pk. The Bids along with Fixed Bid Security amounting to PKR 2,000,000 (Rupees Two Million Only) in shape of a Pay Order / Bank Guarantee (Scanned copy) in favor of Pakistan Civil Aviation Authority, along with required documents must be submitted by using EPADS electronically through PPRA EPADS Portal. Original Bid Security must be submitted (hard format in a sealed envelope) on or before the submission date and time at the address given below or else bid will be canceled. All Bids will be opened through EPADS in the presence of PCAA Procurement Committee and representatives of the bidders who may wish to attend. Pakistan Civil Aviation Authority reserves the right to accept / reject any or all bids in accordance with PPRA Rules.
