Dear Prospective Bidders, Jinnah Medical Construction Company (JMC) is a public-sector, not-for-profit organization established to strengthen Pakistan's healthcare system by delivering complex, high-quality healthcare infrastructure. Licensed under Section 42 of the Companies Act, 2017, JMC operates as a state-owned enterprise with a clear public-interest mandate. Jinnah Medical Complex and Research Center (JMCRC) is an envisioned state-of-the-art 1,313 Beds Teaching Hospital and Cutting Edge Research Center proposed to be situated in Islamabad. All prospective bidders (single entity or as a JV) registered with the Pakistan Engineering Council in Category CA for local bidders and Category FCA for Foreign Bidders are hereby invited to submit a Technical and a Financial Proposal for Engineering, Procurement and Construction (EPC) Works for the JINNAH MEDICAL COMPLEX AND RESEARCH CENTER (JMCRC) in the attached Bid Data Sheet (refer hereinafter as “BDS”) annexed with this Letter. This Proposal will form the basis for future negotiations and ultimately a Contract between your firm and The Employer named in the BDS. In the case of a joint venture, all JV members except the design partner must be registered in Category CA or FCA. The Design partner, in case of a local bidder, must be a registered consultant with the Pakistan Engineering Council, and in the case of a foreign bidder, must be registered with the local engineering council of their country of origin. The bidder must possess codes CE-01, CE-10, BC-03, ME-01, EE-04, and EE-05 for the Construction Partners and PEC Service Codes 0531 and 0532, along with Project Profile Codes 1201 and 1203 for the PEC Registered Consultant. In case there is no local consultant in the consortium, the design partner shall be required to be registered with the PEC under these codes prior to the award of works. The bidder must have collectively an average annual turnover for the last 5 years of PKR 56 Billion or 200 Million USD. The lead partner of the bidder must have completed construction of at least a 1,000-bed hospital (tertiary health care) as the Main/ Prime Contractor in the last 12 years; each construction partner must also have experience in completing at least 2 building projects in the last 7 years. In case the works have been carried out as a main contractor in conventional mode and not Page 1 of 3 VOLUME I – SECTION 1: INVITATION TO BID JINNAH MEDICAL COMPLEX AND RESEARCH CENTER (JMCRC) PROJECT EPC BIDDING DOCUMENT in EPC, the bidder shall demonstrate through experience of other JV members that they have also carried out the design of a hospital (tertiary health care) of 500 beds in the last 5 years. A brief description of the Works and its objectives is given in the Bidding Documents, with details being provided in the Employer’s Requirements. Works shall be implemented in accordance with the phasing indicated in the Bidding Documents. Jinnah Medical Construction Company (JMC) has been entrusted with the responsibility of implementing the Project as the Executing Agency by the Government of Pakistan. To obtain first-hand information on the Works and local conditions, you are encouraged to visit the site before submitting a Proposal and to attend a pre-bid meeting, if specified in the BDS. You must fully inform yourself of local conditions and take them into account in preparing your Proposal. The Employer shall provide the inputs specified in the BDS, assist the Bidders in obtaining the licenses and permits required to carry out the services, and make relevant project data and reports available. The cost of preparing the Proposal and of negotiating the Contract are not reimbursable as a direct cost of the Assignment; and The Employer is not bound to accept any of the Proposals submitted. Bidding shall be carried out under the Single Stage Two Envelope Procedure as defined under PPRA Rules 2004 (amended from time to time), rule 36(b), and shall take place through the EPADS system in line with E-Pak Procurement Regulations 2023. To prepare a Proposal, please use the Standard Bidding Forms listed in the BDS. Bidders requiring clarification of the Tender Documents must notify The Employer, in writing, not later than 7 (seven) days before the Proposal submission date—by email and through the EPADS portal. The Employer shall respond to such requests by email and through the EPADS portal, and copies of the response shall be sent to all prospective Bidders. At any time before the submission of Proposals, The Employer may, for any reason, whether at its own initiative or in response to a clarification requested by a prospective bidder, modify the Documents by an addendum, which shall be binding on all prospective bidders. The addendum shall be sent in writing via email and uploaded to the EPADS portal and shall be Page 2 of 3 VOLUME I – SECTION 1: INVITATION TO BID JINNAH MEDICAL COMPLEX AND RESEARCH CENTER (JMCRC) PROJECT EPC BIDDING DOCUMENT binding on all prospective bidders. The Employer may, at its discretion, extend the deadline for the submission of Proposals. All bids must be accompanied by a bid security in the form defined in the BDS to the tune of PKR 1,500,000,000/- (One Billion Five Hundred Million Only). The bid security in its original prescribed form must reach the office of the undersigned before the submission deadline, whereas the Technical and Financial proposals may be submitted online via EPADS. A pre-bid meeting shall be conducted on the date and venue mentioned in the Bidding Data Sheet. The deadline for submission of bids is June 18th, 2026, before 1600 HRS. The technical bids shall be opened in the presence of the bidders who wish to attend at 1630 HRS the same day.
