Description
NOTICE FOR INVITATION OF BIDS THROUGH EPADS Federal Government Employees Housing Authority (FGEHA) is inviting bids for the project titled "Development and Allied Works of Class-III Shopping Centre No.2, Sector G-14/4, Islamabad" under Single Stage One Envelope (SSOE) bidding procedure from the firms/companies/contractors having proof of valid registration until 30.06.2026 with the Pakistan Engineering Council (PEC) in Category C-6 or above and having valid income tax registration with the Federal Board of Revenue (FBR):- 1. Interested firms/companies/contractors must have successfully completed at least three (03) similar projects (development infrastructure of class-III shopping centers/markets or similar works) within the last ten (10) years; each project must have a minimum contract value of PKR 25 million, may download the bidding documents / NIT, which include detailed terms and conditions, free of cost from the FGEHA’s website (www.fgeha.gov.pk), the PPRA’s website (www.ppra.gov.pk) OR EPADS (https://eprocure.gov.pk). 2. A pre-bid meeting will be held on 21.05.2026 (Thursday) at 10:30 am at FGEHA's Directorate of Maintenance, Bazar No.5, Street No.13, Sector G-13/3, Islamabad. 3. The Proposals prepared in accordance with the instructions provided in the NIT / bidding documents must be submitted through EPADS by 03.06.2026 (Wednesday) (10:30 am). Bids will be opened on the same day at 11:00 am at FGEHA's Directorate of Maintenance, Bazar No.5, Street No.13, Sector G-13/3, Islamabad, in presence of bidders at the time. 4. In case the bid amount is more than 10% below the NIT amount, the bidder shall submit an additional bank draft, pay order, banker’s cheque or CDR as performance guarantee. The amount of this additional performance guarantee shall be calculated as (NIT Amount – Total Quoted Amount – 10% of NIT Amount) and the same shall be submitted along with the bid security while uploading documents through E-PADS and the same shall also be submitted in original in a sealed envelope before the closing time for bid submission to the Procurement (Evaluation) Committee. In case of non-compliance, the bid shall be treated as non-responsive / rejected. 5. Bidders must upload legible scanned copies of all the following document on EPADS while submitting bid and also submit hard copy in FGEHA’s Directorate of Maintenance, Bazar No.5, Street No.13, Sector G-13/3, Islamabad before the bid submission deadline as per below mentioned guidelines otherwise their financial bid shall be treated as rejected/non-responsive/disqualified (bidders/firms who will qualify the eligibility criteria their financial bids will be treated as responsive only. (i) Bid security 3% of bid amount in form of CDR/Pay Order/Bank Draft/Banker’s Cheque (in original). (ii) In case of submitting bid as detail at S.No.4 above shall also submit an additional CDR/Pay Order/Bank Draft/Banker’s Cheque (in original). (iii) An affidavit drawn on the name of firm / contractor participating in the process of bid on stamp paper of minimum worth Rs.100/- (in original) stating that the firm has not been black listed at the time of submitting bid duly attested by the notary public. (iv) Work Orders along with Satisfactory Work Completion Certificates (attested copies) from Govt./Semi Govt./Autonomous bodies as proof / experience of at least three works i.e. development works of class three shopping centers / markets or similar nature of works with minimum contract cost of PKR twenty-five million or more for each work in the last ten years. (v) Proof of valid registration until 30.06.2026 with the Pakistan Engineering Council (PEC) in Category C-6 or above. (vi) Active FBR filer status. 6. Failure to upload the required documents on EPADS and submit hard copies within the stipulated time shall result in the bid being declared non-responsive, and the bidder shall be disqualified. Documents not uploaded on EPADS at the time of submission of bid will not be accepted at any later stage. 7. FGEHA reserves the right to reject any or all bids as per PPRA rules. The decision of FGEHA shall be final and binding on all bidders under Rule 33 of PPRA.
