QUAID-I-AZAM UNIVERSITY, ISLAMABAD REQUEST FOR PROPOSALS CONSULTANCY SERVICES FOR "ESTABLISHMENT OF CHINA-PAKISTAN JOINT RESEARCH CENTRE (CPJRC) ON EARTH SCIENCES, QUAID-I-AZAM UNIVERSITY, ISLAMABAD" 1 Quaid-I-Azam University, Islamabad requests proposal for the "Consultancy Services for design vetting & Top Supervision Services for the "Establishment of China-Pakistan Joint Research Centre (CPJRC) on Earth Sciences, Quaid-i-Azam University, Islamabad" 2. Consultants who meet the criteria specified in the Request for Proposal (RFP), available at the office of the PSO and on the EPADS website www.eprocure.gov.pk are invited to apply. 3. The RFP document is available for download from EPADS & PPRA website. Companies intending to participate must possess valid registration, listed as active Tax Payers with the FBR and demonstrate relevant technical and financial expertise to execute the specified task, ensuring the absence of any conflict of interest. Additionally, they must meet the detailed eligibility criteria specified in the RFP document. 4. The interested companies are invited to submit their proposals, complete in all respect, to the office of the PSO, Quaid-i-Azam University, Islamabad, and the electronic bids must be submitted by using EPADS at www.eprocure.gov.pk on or before 08-06-2026 at 02:00 pm. The envelopes should be clearly marked with "RFP" "Consultancy Services for Design Vetting and Top Supervision Services for the "Establishment of China-Pakistan Joint Research Centre (CPJRC) on Earth Sciences, Quaid-i-Azam University. Islamabad" 5. The Technical proposal will be opened on the specified date at 02:30 pm. The bid security amounting to Rs. 0.5 million, must be submitted in the form of a CDR or Bank Draft and should be enclosed within the technical envelope. 6. Procurement will be conducted utilizing the "single stage two envelopes "bidding procedure in accordance with the rule 36(b) of the public procurement rule-2004. Each proposal must be accompanied by a tender processing fee for rupees 5,000/- (non-refundable) in the form of a pay order/demand draft made payable to the treasurer, QAU Islamabad. 7. The pre bid meeting is scheduled to take place in the Committee Room of Admin Block QAU at 02:00 pm on 19-05-2026. 8. The Authority reserves the rights of acceptance or rejection of any or all firms/consultants based on their reputation or who so ever fails to fulfill the criteria at its sole discretion. The Authority any disqualify the consultant firms if it is found, at any stage that the information submitted by the firms were false, incorrect or incomplete. Authority can also take penal action against the firms/consultants or debar the firms/consultants for future works.
