TENDER NOTICE FOR HIRING OF SERVICES OF STATE-OWNED ENTITIES FOR THE DESIGN AND CONSTRUCTION OF “ESTABLISHMENT OF CHINA-PAKISTAN JOINT RESEARCH CENTRE (CPJRC) ON EARTH SCIENCES, QUAID-I-AZAM UNIVERSITY, ISLAMABAD” PROJECT 1. The Quaid-i-Azam University, Islamabad (QAU) intends to hire/ engage state-owned entities (Organizations/ Firms/ Companies) for civil work components as given in the biding document to establish "China-Pakistan Joint Research Centre (CPJRC) on Earth Sciences, Quaid-i-Azam University, Islamabad" on enough design and BOQ as per PPRA rule 42(f). 2. Proposals are invited from State-Owned Entities (Organizations/ Firms/ Companies) on EPADS having valid PEC registration in Category C-A, registered on EPADS having valid GST/NTN for construction works. 3. Biding documents can be obtained from the office of PSO, QAU during office hours on written request of firm's letter head on payment of Rs.10000/- (in shape of CDR/pay order in favour of Treasurer, Quaid-i-Azam University) as processing fee. The biding documents can also be downloaded from EPADS V2.0. The bid documents contain detailed scope of work, requirements and Terms of Reference. 4. A Pre-bid meeting will be held on Monday 18th May, 2026 at 1430 hours in the Committee Room, Admin Block, QAU. 5. Procurement will be carried out by adopting "Single Stage Two Envelops" bidding procedure. The bidding documents complete in all respects shall be submitted on or before 4th of June at 1400 Hours on PPRA EPADS V.2.0, in accordance with the instructions provided in the tender document. The sealed envelopes containing both Financial and Technical documents in hard copies should also reach on or before in the office of the PSO, QAU and/or required to submit on 4th of June, 2026 at 1400 hours. The bidding documents shall be opened on the same day at 1430 hours, whereas the financial proposals of the technically qualified contractors/firms shall be opened after finalization of technical evaluation. 6. The bidders shall provide Rs.15.00 million Bid Security in the form of bank draft/bank guarantee/CDR or Pay order in the favor of Quaid-i-Azam University, Islamabad. 7. Contractors are required to submit their bids strictly in accordance to instructions provided in the bidding documents. 8. Bid securing declaration shall be submitted as per the prescribed form. Bid shall be summarily rejected if it is not accompanied by bid securing declaration. 9. The Authority reserves the right to reject all any of the proposal as per PPRA Rules.
