INVITAITON FOR BIDS / REQUEST FOR PROPOSAL REF. NO. HQPCAA/ADMIN/2026/011 RFP FOR ENGAGEMENT OF CONSULTANT FOR GAP ASSESSMENT OF QUALITY MANAGEMENT SYSTEM (QMS) AND STATE SAFETY PROGRAM (SSP) Pakistan Civil Aviation Authority (PCAA) invites RFP from consulting firms for provision of consultancy services for a comprehensive GAP Assessment of its Quality Management System (QMS) and State Safety Program (SSP). The proposed assessment aims to evaluate the effectiveness, maturity, and implementation status of QMS in alignment with ISO 9001:2015 and SSP in accordance with International Civil Aviation Organization Annex 19 (Safety Management), ICAO Doc 9859, and relevant international best practices: Title of Work Last date & time for submission of bids Date & Time for Opening of Technical Bids RFP For Engagement of Consultant For GAP Assessment of Quality Management System (QMS) And State Safety Program (SSP) On or before 25th May, 2026 till 11:00 am 25th May, 2026 till 11:30 am Tender Notice along with Tender Document containing complete Scope of Work / ToRs with terms and conditions etc. are available for the registered bidders on E-Pak Acquisition and Disposal System (EPADS) at https://epads.gov.pk/. This IFB / RFP Advertisement has also been uploaded on PPRA website www.ppra.org.pk and PCAA website www.pcaa.gov.pk. The Bids along with Fixed Bid Security amounting to PKR 1,000,000/- (Rupees One Million Only) in shape of a Pay Order / Bank Guarantee (Scanned copy) in favor of Pakistan Civil Aviation Authority, along with required documents must be submitted by using EPADS electronically through PPRA EPADS Portal. Original Bid Security must be submitted (hard format in a sealed envelope) on or before the submission date and time at the address given below or else bid will be canceled. All Bids will be opened through EPADS in the presence of PCAA Procurement Committee and representatives of the bidders who may wish to attend. Pakistan Civil Aviation Authority reserves the right to accept / reject any or all bids in accordance with PPRA Rules.
