Annual Subscription of Internationally Acclaimed Publications

FOR PROCUREMENT OF ONLINE INTERNATIONAL SUBSCRIPTION SERVICES FOR DIRECTORATE GENERAL OF CUSTOMS VALUATION, KARACHI. 1. Introduction: The Directorate General of Customs Valuation, Karachi intends to procure annual subscriptions for the Financial Year 2026–27 for access to various international online pricing databases and information services. These subscriptions are required to support the determination of customs values under Section 25A of the Customs Act, 1969, by enabling access to reliable, up-to-date international market prices, trade data, and analytical tools. The procurement shall be carried out through Electronic Procurement & Disposal System (EPADS) in accordance with the Public Procurement Regulatory Authority (PPRA) Rules. 2. Scope of Services: The successful bidder shall provide online International Subscription Services including but not limited to: • Provision of 24/7 uninterrupted access to subscribed databases • Daily price updates and market intelligence • Access to historical data and archives • Availability of analytical tools, dashboards and reports • Downloadable / printable reports • Technical support and troubleshooting services • Training of officers/officials for effective use of database 3. Eligibility Criteria: • The bidders must be registered with the Federal Board of Revenue (FBR) for Income Tax and Sales Tax. • The bidders must be on Active Taxpayer List (ATL) and their Sales Tax registration must be active. • The bidders should not be blacklisted by any Government/Semi-Government organization. • The bidders must have relevant experience in provision of online subscription/database services. 5. Bid Security: The bidders shall furnish bid security @ 5% of their quoted value in the shape of Pay Order / Demand Draft in favor of the Director, Directorate General of Customs Valuation, Karachiin accordance with Rule 25 of Public Procurement Rules, 2004. Scanned copy shall be uploaded on EPADS and original shall be provided as per instructions. 6. Submission of Bids: • Bids shall be submitted through EPADS only within stipulated time mentioned on EPADS • Each bid shall comprise two components:  Technical Proposal  Financial Proposal • Single Stage Two Envelope Procedure shall be followed. • Technical proposal shall be opened first, and financial proposal of technically qualified bidders shall be opened on same day. 7. Evaluation Criteria: Evaluation shall be carried out on the basis of: • Quality and reliability of data • Coverage of commodities • Availability of analytical tools • Ease of access and usability • Provision of training and support • Compliance with technical requirements • Financial competitiveness. • Evaluation shall be carried out on the basis of Technically Responsive Lowest Evaluated Bid / Most Advantageous Bid in accordance with Public Procurement Rules. 8. Terms & Conditions: • All rates must be inclusive of all applicable taxes. • Prices shall remain fixed for the entire contract period (no escalation allowed). • Bid validity shall be 90 days from the date of opening. • The successful bidder shall ensure uninterrupted services for one (01) year. • Substandard services or failure to perform shall lead to termination of contract and blacklisting. • The Directorate reserves the right to accept or reject any or all bids or to increase/decrease the scope of services in accordance with Rule 33 of PPRA Rules. • Electronic bids shall be submitted and processed through EPADS as well as manually . • The admissible taxes shall be deducted at source as per law. 9. Project Completion: The successful bidder shall ensure activation of subscription services within one (01) week from the date of issuance of work order. 10.
