INVITATION OF BIDS THROUGH ELECTRONIC PROCUREMENT & DISPOSAL SYSTEM (EPADS) FOR PROCUREMENT OF ONLINE INTERNATIONAL SUBSCRIPTION SERVICES FOR DIRECTORATE GENERAL OF CUSTOMS VALUATION, KARACHI. The Directorate General of Customs Valuation, Karachi invites bids through Electronic Procurement & Disposal System (EPADS) from authorized distributors / publishers / vendors firms and service providers registered with Sales Tax / Income Tax Departments and who are on Active Taxpayer List (ATL) of FBR, for provision of Software/Online access to various International Pricing Databases/Websites on annual subscription basis (24 hours availability) for the financial year 2026-27. Detailed bidding documents (RFP) are available on EPADS. 2. Requirements: Provision of online International subscription services including but not limited to: • 24/7 online access • Daily price updates • Historical data availability • Market analysis reports • Printable reports • Access to dashboards/tools • Technical support and training 4. General Conditions: All rates must be inclusive of all applicable taxes. • Prices shall remain fixed for the entire financial year 2026-27 (no escalation allowed). • Substandard services or non-performance shall lead to blacklisting. • The Directorate reserves the right to accept or reject any or all bids or modify the quantity/services as per requirement. • The bidders must be registered with FBR for Income Tax and Sales Tax and must be on Active Taxpayer List (ATL); otherwise the bid shall not be considered. • Bid security @ 5% of quoted value shall be provided in the shape of Pay Order / Demand Draft in favour of Director, Directorate General of Customs Valuation, Custom House, Karachi. Scanned copy shall be uploaded on EPADS. • Electronic bids shall be submitted through EPADS only. • Each bid shall comprise Technical and Financial proposals. • Bid validity shall be 90 days from the date of opening. 5. The bid evaluation shall be carried out through EPADS as per schedule notified on the system. 6. The bids prepared in accordance with the instructions provided in the bidding documents must be submitted through EPADS within stipulated time mentioned on EPADS from the date of publication/uploading. Technical proposals shall be opened as per schedule on mentioned on EPADS according to rules and regulations. 7. In case of any technical difficulty in using EPADS, the bidder may contact to PPRA. 8.
