Description

Overseas Pakistanis Foundation (OPF), operating under the administrative control of the Ministry of Overseas Pakistanis & Human Resource Development, Government of Pakistan, invites sealed bids for the project titled "Development of Lake at OPF Housing Scheme Zone-V, Islamabad on EPC / Turnkey Basis" under Single Stage Two Envelope (SSTE) bidding procedure from firms/ companies/contractors having valid registration in Category C-l or above (Pakistan Engineering Council), having relevant specialization codes, active income tax registration with the Federal Board of Revenue (FBR), and fulfilling the eligibility criteria provided in the bidding documents. 2. The bidding process shall be carried out by adopting "Standard Bidding Documents for EPC / Turnkey Contracts" available at the website of Pakistan Engineering Council. The said Bidding Documents are not yet adopted by EPADS 2.0 therefore, the bidding process shall be carried out by inviting sealed bids from the bidders. 3. The Interested firms/companies/contractors may purchase the bidding documents from the office of Deputy Director (Works), 3rd Floor, OPF Head Office, Sector G-5/2, Islamabad on submission of application with demand draft / pay order amounting to Rs. 5000/- (non-refundable) in favor of Overseas Pakistanis Foundation being cost of bidding documents. 4. Interested bidders are encouraged to visit the project site to understand the existing conditions and the nature/scope of the work. 5. A pre-bid meeting will be held on 09th April, 2026 at 1400 hrs at the office of Director General (H&W), 3rd Floor, Overseas Pakistanis Foundation, G-5/2, Islamabad. 6. The bids, prepared in accordance with the instructions provided in the bidding documents, shall be received in the office of Director General (H&W). 3rd Floor, OPF Head Office, Sector G-5/2, Islamabad on 20th April, 2026 at 1200 hrs. The Technical Bids will be opened on the same day at 1200 hrs in the presence of bidders / representatives who may choose to attend. Second envelope containing financial bids of technically qualified bidders will be opened later, the date of which will be communicated after evaluation of technical bids. 7. Bid must be accompanied with a bid security in shape of call deposit/ Pay order from scheduled bank of Pakistan equal to 2% (two percent) of the bid price valid for 120 days from date of submission of bids. 8. OPF reserves the right to reject any or all the bids / proposals at any time prior to the acceptance of a bid or proposal on the basis of valid reasons.
