& Medium Enterprises Development Authority (SMEDA) Proposal No. SMEDA/OM- A&RM/037 For Procurement of Services of Web Hosting Server for SMEDA Website Request for Proposal Date: March 16, 2026 1. The Procuring Agency has reserved the funds for the procurement planned for three years from the date of signing of contract with the successful bidder. 2. SMEDA now invites electronic proposals from eligible Cloud Service Provider of Web Hosting Server for SMEDA Website. 3. The subject procurement shall be conducted in accordance with Single Stage two envelope and shall be evaluated on the basis of Quality and Cost Basis, in terms of the rule 36(b) of PPR 2004, E-Pak Procurement Regulations, 2023 and any other regulations, procurement guidelines or instructions issued by the Authority (from time to time) and is open to all potential Cloud Service Providers. 4. All bids must be accompanied by a Bid Security in the form of Bank Guarantee/Pay Order/Demand Draft amounting to Rs. 150,000/-. Scanned copy of Bid Security must be uploaded on EPADS along with bid submission. Original Bid Security must be submitted at the address given below prior to the bid opening date and time. 5. E-Bidding document containing detailed terms and conditions, specification and requirements etc. are available on e-Pak Acquisition and Disposal System (EPADS) at (www.eprocure.gov.pk) for all the interested bidders (Service Providers) registered on EPADS, SMEDA website www.smeda.org and on Authority’s website at www.ppra.org.pk. 6. The e-bids, prepared in accordance with the instructions in the e-bidding documents, must be submitted through EPADS on or before 02:00 pm April 2, 2026. E-bids will be opened by using EPADS on the same day at 02:30 pm. 7. In terms of Rules 48 of Public Procurement Rules, 2004 Grievance Redressal Committee (GRC) is notified for the subject procurement and notification copy is available on EPADS at www.eprocure.gov.pk, procuring agency’s website www.smeda.org.pk and on Authority’s website at www.ppra.org.pk.
