GOVERNMENT OF PAKISTAN CAPITAL DEVELOPMENT AUTHORITY (CDA) ISLAMABAD REQUEST FOR PROPOSAL (RFP) “RFP for the Design & Construction of Waste Water Treatment Plant along Korang River on EPC Mode” The Capital Development Authority (CDA) intends for the proposals, from reputed National/International Firms/JVs/Consortium (Registered with PEC in Category C-A with mandatory codes CE-09 & ME-06) for the Design, Construction and Operation of Waste Water Treatment Plant (STP-01) of capacity 3.65MGD) along Bari Imam Nallah on Engineering, Procurement & Construction (EPC) Mode. Firms/JVs/Consortium possessing highly proficient and design capability & construction team with PEC registration (with relevant codes/relevant categories as mentioned in the RFP) and state of the art technology to Plan, Design, Implement & Execute STPs are invited. 1- Details qualification and Technical Criteria is available in TOR/RFP documents. 2- Interested Firms/JVs/Consortium can download the RFP documents from E-PADS at www.eprocure.gov.pk and www.ppra.org.pk from 30th January 2026. Pre-Bid meeting will be held on 16th February, 2026 at 1500hrs PST. 3- The proposal shall be based on Single Stage Two Envelope procedure as per PPRA-2004. Firms/contractors registered with PPRA on E-PADS as vendors are eligible to participate in bidding. 4- Tender should be accompanied with Bid Security/Earnest Money (refundable) in the form of Pay order/CDRs in favor of DDO (P&C), CDA amounting to Rs. 40.00 (M) The prospective bidders shall upload scanned copy of Bid Security on E-PADS and original will be submitted in the office of Dy. Director E&M (P&CA-II), CDA well before the closing date of submission of bid. 5- The prospective bidders are required to submit bids (Technical & Financial) online through E-PADS at http://eprocure.gov.pk in accordance with the provision of Rule 36 (d) of PPRA Rules-2004 and terms and conditions defined in the RFP documents. 6- Foreign Companies may apply in Joint Venture with Local Firms (as per the rules of PEC). Sales tax and Income tax registration is mandatory to participate in the bidding process. 7- Proposals (Technical & Financial) accompanied with Bid Security as mentioned in the RFP documents and complete in all respects should be uploaded on or before 24th March 2026 at 11:30 AM.
