Remarks
Whereas the Grievance Redressal Committee (GRC), constituted vide Office Order dated 02-02-2026, examined the Grievance lodged by M/s ICON Consultants (Pvt.) Ltd against the Technical Responsiveness of M/s Pak Multi Services (Pvt.) Ltd under Tender No. SEPCO/HRD/A9/2026/01, and vide its Report dated 13-08-2026 found that the Respondent's Audited Financial Statements lack the mandatory UDIN under ICAP Directive 4.27 (Revised 2023) and are unsigned by the CEO/Director in violation of Section 232 of the Companies Act, 2017; And whereas the GRC has concluded the Grievance as justified and recommended the Respondent's bid as Non-Responsive; the Procurement Committee, in compliance with the GRC's findings and recommendation, hereby declares M/s Pak Multi Services (Pvt.) Ltd as Technically Non-Responsive/Disqualified, and shall proceed further strictly in accordance with the GRC decision and PPRA Rules.
